Infrastructure is a complex system of roads, bridges, rail, and trails designed for both public and private use. It MUST be both safe and efficient. Fixing potholes is important but there is a lot more to do. As Mayor, I will use my leadership and engineering skills to build safer and more efficient infrastructure. I have a plan and it will work! You will be part of that solution!
What we will do
- Goal: Increase the City's Pavement Condition Index (PCI) from 60 to 70 through the following actions. Outcomes: Reduced cost of living, increased public safety, more efficient roads. Maintenance reductions alone (tires, suspension, wear and tear, fuel economy) will save taxpayers $150M/yr.
- Modify investment profile using existing funds to increase maintenance vice replacement. Compared to others, COS underinvests on maintenance.
- Cut 2C overhead from 20% (way too high). Reduce 2C concrete work (over 50% of costs in 2026). Use savings to accelerate paving.
- Increase analysis (stochastic simulations) to maximize safety, efficiency, better understand evacuation times, and determine best future investments - informed decision, not guesswork.
- Improve planning to reduce time used for each project. Construction time is a safety and efficiency hazard.
- Improve advocacy with Feds on replacing existing ramps with new ramps to meet a new spec (need that money for curbs and new ramps first). Pursue more fed and state grants.
- Recapitalize the City's Road Repair Fleet. Just like I did when I was an El Paso County Commissioner, we need to recapitalize the City's pothole repair trucks which average over 20 years old and now have an uptime of 44% (a real productivity killer) (Source: 1 Jul 2026 PPRTA CAC Meeting (Minutes from 3 June 2026 Mtg)
